Lsquare associates and IIT Mumbai consulted on research project on Understanding the Role of Technology Transfer under Climate Change for Ministry of Environment and Forestry and UNFCCC (United Nation Framework Convention on Climate Change.

This report analyzed the technology transfer that has happened to as supported and enabled by the UNFCCC. The extent of technology transfer, the different types of technology transfer is examined.  The results are input to India’s Second National Communication to the United Nations Framework Convention Climate Change (UNFCCC).

For comprehensiveness, a literature review was carried out to cover all aspects including equipment transfer, knowledge transfer, and training leading to capacity building etc. contributing to technology transfer. Analyzing all mechanisms resulting in technology transfer a methodological base for the study was established.

The study results show that the trend for technology transfer have been rising in the past few years and conclude how technology transfer through various modes such as equipment and machineries and training has resulted in the capacity building and in house manufacturing and expansion as well.

The first question often asked about sustainable design is: what does ‘green’ cost, typically meaning does it cost more? This raises the question: more than what? More than comparable buildings, more than the available funds, or more than the building would have cost without the sustainable design features? The answers to these questions have been thus far elusive, because of the lack of hard data.

LSquare Solutions Team Research paper uses extensive data on building costs to compare the cost of green buildings with buildings housing comparable programs, which do not have sustainable goals. The foundations are also laid to analyze incremental costs over starting budgets, and to compare the costs for different specific measures and technologies. Additionally, we present a budgeting methodology that provides guidelines for developing appropriate budgets to meet the building program goals, including sustainability goals.

Various reports look only at construction costs. It is true that the costs and benefits of sustainable design can and should be analyzed holistically, including operations and maintenance implications, user productivity and health, design and documentation fees, among other financial measurements. However, it is LSquare Solutions Team experience that it is the construction cost implications that drive decisions about sustainable design. By assisting teams to understand the actual construction costs on real projects of achieving green, and by providing a methodology that will allow teams to manage construction costs, we hope to enable teams to get past the question of whether to green, or go straight to working on how.

From this analysis we conclude that many projects achieve sustainable design within their initial budget, or with very small supplemental funding. This suggests that owners are finding ways to incorporate project goals and values, regardless of budget, by making choices.

However, there is no one-size-fits-all answer. Each building project is unique and should be considered as such when addressing the cost and feasibility of LEED. Benchmarking with other comparable projects can be valuable and informative, but not predictive. Any assessment of the cost of sustainable design for particular building must be made with reference to that building, its specific circumstances and goals.

As LEED celebrates its 10th anniversary, the U.S. Green Building Council (USGBC) reports that one billion square feet of buildings around the world have now been LEED certified. Although that is just a drop in the global bucket, certification has helped to spur green construction; according to the Green Outlook 2011: Green Trends Driving Growth report by McGraw–Hill Construction (MHC), LEED specification is mentioned in 71% of all U.S. projects valued at over $50 million.

Green Outlook 2011 forecast that the U.S. green building market would reach $135 billion by 2015, up from $71 billion in 2010. A third of all new non-residential construction is green, a $54 billion market opportunity. McGraw–Hill Construction predicts that in five years, major retrofit and renovation projects will total $18 billion. Green healthcare construction is expected to reach approximately 40% of this segment in 2011.
